Change
of position NCO Academy welcomes new commandant

In a ceremony at the Air Defense Artillery Museum Tuesday, the Soldiers
and cadre of the United States Army Noncommissioned Officers Academy
held a Change of Position Ceremony and welcomed their new commandant
to the school.
Command Sgt. Maj. Chet M. Allen accepted the academy’s guidon
and the responsibilities that come with the position of commandant from
Command Sgt. Maj. Phillip G. Rowland. “I am truly honored to be
standing here in front of you today. I understand the immeasurable importance
of this institution. Not only to our branch, but to our Army,”
said Allen.
“I appreciate the Noncommissioned Officer Education System and
will give 100 percent effort daily to the continuing improvement, exceptional
performance and quality education provided within the walls of this
academy,” he added.
Allen comes to the U.S. Army Noncommissioned Officers Academy from Headquarters,
Headquarters Battery, 1-43 ADA. Allen is a native of El Paso, Texas.
He enlisted in the Army in March 1984 as a Stinger crewmember. Allen’s
military education includes Primary Leadership Development Course, Basic
Noncommissioned Officers Course, Advanced Noncom-0missioned Officers
Course, First Sergeants Course, and is a graduate of Class 53, United
States Sergeants Major Academy. He holds a bachelor’s degree in
business management and is currently working towards a master’s
degree in business administration.
His awards and decorations include the Bronze Star, Meritorious Service
Medal with three Oak Leaf Clusters, Army Commendation Medal with four
OLC and Army Achieve-ment Medal with three OLC.
Rowland leaves the USANCOA and will become command sergeant major for
108th ADA. Rowland was born in Panama, Canal Zone, and joined the Army
in July 1997. His awards and decorations include the Meritorious Service
Medal with six OLC, Army Commendation Medal with four OLC, Army Achievement
Medal with one OLC, Army Good Conduct Medal sixth award, National Defense
Service Medal, Southwest Asia Service Medal with two stars, NCO Professional
Development Ribbon numeral four, Army Service Ribbon, Overseas Ribbon
fourth award, Kuwait Liberation Medal (Saudi Arabia), Kuwait Liberation
Medal (Kuwait), Expert Drivers Badge with wheels and the German Schutzen-schnur
Silver.
His military and civilian education includes Primary Noncommissioned
Officers Course, BNCOC, ANCOC, Drill Sergeant School, First Sergeants
Course, Airborne School, Air Assault Course, Master Fitness Course,
and Class 49 USASMA, a degree in PE.
