History Month
The commanding general United States Army Air Defense Artillery Center
and Fort Bliss and the commander 6th Air Defense Artillery

DA photograph policy
The following is the standard information regarding the new policy on
DA photographs from MILPER messages: Starting CY 05, all DA Promotion
review boards will use digital photographs, unless the Soldier was in
an area that did not have DAPMIS capabilities (deployed, installations
other than Army, etc.). If connection to DAPMIS is lost, and a
digital photograph cannot be uploaded, then a hard copy must be produced

Free flowers/plants
The annual spring clean-up for Fort Bliss, Spring 2005 will be April
24 through 30. To assist family housing residents in making their
community more enjoyable the Fort Bliss Directorate of Public Works
and Logistics will offer vouchers for the purchase of outdoor plants
or flowers for government housing residents. This program
will run April 9 through May 1. One voucher will be allowed for each
household to purchase up to $20 of outdoor plants or flowers from the
Fort Bliss Post Exchange. The vouchers will be available at the
Self-Help store starting April 8. In order to get a head start
forspring cleanup, we recommend that you visit the Self-Store as soon
as possible to pick up your voucher and start planting your gardens
early.
We ask that plants purchased under this program be planted in the government
house for which they were issued.

Commander’s Course
The next Unit Commander's Course will be April 4 through 8 in Bldg.

Easter festivities
Old Fort Bliss is sponsoring a children’s Easter parade March
26, beginning at 2 p.m. The parade route starts at Old Fort Bliss on
Pleasanton Road, goes down Sheridan Road, crosses over Howze Street
and goes up Pershing Drive back to the start point. The Easter Bunny
will be there for photo opportunities, as well as egg decorating, craft
making, games and an Easter egg hunt. Family Readiness Groups are welcome
to hold their functions at the event, but must first coordinate with
Old Fort Bliss by calling 568-3137.
Environmental awards
The deadline to submit nominations for the Environmental Awards has
been extended to today. Nomination packages should be sent to the Directorate
of Environment, Bldg. 624, Attn: Rita F. Crites by close of business
today. Nominations can also be submitted via e-mail FrescasR@bliss.army.mil.
Award categories and instructions have been sent through distribution,
and are also found on the Fort Bliss web page www.bliss.army.mil
Band concert
The 62nd and 36th Army Bands will present a joint concert April 10 at
3 p.m. at Magoffin Auditorium on the UTEP campus. Admission is
free and open to the public. The concert will feature various concert
band arrangements, patriotic marches, and a special appearance by several
guest vocalists. The Air Defense Artillery Pipes and Drums will
provide the pre-concert entertainment.
This concert is the kick off to the joint bands' Southwest Tour.

SDI training
The Fort Bliss Installation Materiel Management Center DPWL, will conduct
training March 29 at 9 a.m. in Bldg. 2527, Room 20, 1st floor

Reconciliation training
The Fort Bliss Installation Materiel Management Center, DPWL, will conduct

ORIl and RIC training

Ammunition storage
Commanders who wish to store training ammunition in the unit arms
roommust comply with the following procedures: (1) To get a Storage
License from the Installation Safety after completing the risk assessment
an providing an inventory of all authorized 1.4s (.50 cal and below)
not to exceed 90 days per training period for arms room storage and
1.3 not to exceed 100 pounds net explosive weight) and not to exceed
seven days in the Arms Rooms. The Excel sheet that has the license,
risk assessment and inventory sheet can be obtained by contacting Mr.
Mitchell, at 568-6679 or 568-2510. After completion send the completed
and signed copy of the risk assessment, license and the inventory to
the safety office for approval and signature by the Installation Safety.
If units do not do this they can not store ammunition in the arms room.
After your unit obtains the license it needs to be posted in the arms
room with the letter of authorization from unit commander, risk assessment
and the inventory and they become an inspect able items.
All units need to call Gerry Grosse at 568-9373 for an arms room inspection,
and Fire Department and PMO Physical Security for inspections also.
Tax office info
The Fort Bliss Tax Office is located in Bldg. 50 and is open Monday
- 7 a.m. to 6 p.m.; Tuesday - 7 a.m. to 8 p.m.; Wednesday - 7
a.m. to 6 p.m.; Thursday - 7 a.m. to 6 p.m.; Friday - 7 a.m. to
3 p.m.
The tax center will also be open the following Saturdays:
March 26 - 10 a.m. to 5 p.m.
April 9 - 10 a.m. to 5 p.m.
What to bring:
Whether filing a paper or electronic return, taxpayers will need to
bring the following basic information to the Fort Bliss Tax Center:
• Social Security Card and the Social Security Card of the spouse
and dependants
• Military ID Card
• The federal tax package received in the mail
• Forms W-2, W-2G, 1099-R, 1099-MISC or other income statements
• Forms 1099-INT and 1099-DIV,or other statements to report interest,
dividends, and other types of income
• Forms SSA-1099 to report social security income
• Copy of 2003 federal income tax return
• Voided check- if filers wish to have any refund directly deposited
into their account
Depending on the situation, they may also need to bring the following:
• The employer identification number or social security number
for all child care providers paid last year
• Mortgage interest statements
• Information on individual retirement accounts (IRA)
• Information documenting payment of alimony copy of divorce decree
or separation agreement)
• If you itemize, bring receipts, billed, statements of all medical
expenses, home mortgage interest, contributions to charities and miscellaneous
expenses paid.
Fraud hotline
The Fort Bliss CID has implemented a fraud and illegal drug hotline. It
is designed to help you, the taxpayer, to report incidents of suspected
fraud or any information involving illegal drug activity. If you
suspect or know someone who either is committing, or has committed,
any type of fraud against the U.S. government or is involved in any
illegal drug activities in the Fort Bliss or surrounding area, report
it by contacting: 569-4243. You do not have to leave your
name - all information will remain confidential and anonymous.
Please leave enough information so any follow-up investigation can be
completed.
Kids-N-Co.
Kids-N-Co. will have auditions for “The Somewhat True Tale of
Robin Hood” by Mary Lynn Dobson at 7 p.m. April 3 and 4, at the
Kids-N-Co. Theater, 1301 Texas Street. Director Derek K. Niegemann
has roles available for eight males and six females, ages 12 to adult.
Auditions will be readings from the script. No preparation is
required. Performances will be weekends, May 21 – June 12.
Kids-N-Co. will present Max Bush’s “13 Bells of Boglewood”
at 2 p.m. Saturday and Sunday, April 9 through May 1. Set in an
enchanted forest and featuring dancing fairies, hideous Spriggans and
a greedy bogle, the production will appeal to teens and adults as well
as to children. Performances will be at Kids-N-Co. Theater, 1301 Texas
Street. Tickets are available at the door and run $6 for adults
and $4 for children, students, seniors and active military. Directed

2005 Senior Games
Pick up your registration packets for the 23rd Annual Senior Fun Day
and Senior Games at Memorial Park Senior Center, 1800 Byron.
Senior Fun Day April 9 will kick off the 2005 Senior Games at the Multipurpose
Center, 9031 Viscount. Registration will begin at 8 a.m. Events will
begin at 9 a.m. It’s a day of recreational events including Around
the World, Free Throws, Fun Walk, Football Throw, Softball Throw and
much more. Grandkids participate free with a paid adult. During day,
seniors can also register for the month-long Senior Games.
The 2005 Senior Games will run April 16 through May 1 at various locations
throughout the city. Competitions will include bowling, cycling, racewalking,
basketball, swimming, track and field, in-line hockey, horseshoes, washers,
billiards, dance, table tennis, golf, volleyball, spelling, short story
and poetry writing.
Local winners will go on to the 2005 Texas State Senior Games in Austin,
Texas.
The 2005 Senior Games are sponsored by the City Parks and Recreation
Department and Sierra Providence Health Network with the goal of encouraging
and promoting long, healthy, enjoyable lives.

Reading Rainbow contest
The 11th annual Reading Rainbow Young Writers and Illustrators contest
has come to El Paso. Children in kindergarten through third grade are

Forms and entries are available in English or Spanish. Entry deadline
is March 31 and winners will be announced in April.
Volunteer awards
Team Bliss and the Army Volunteer Corps will be honoring volunteers
at the annual Fort Bliss Volunteer Awards Ceremony April 20 from 9 to
11 a.m. The deadline for turning in nomination packets has been extended

Generation 2000
Generation 2000 is an annual children’s fair that encourages families
to participate together in activities geared for all ages. In 2004,
the attendance exceeded 20,000 and has become the premier children’s
event in the greater southwest. Due to the tremendous success, Generation
2000 is petitioning El Paso organizations for volunteers to help in
the coordination and operation of the two-day event scheduled for April

Men’s conference

New rotisserie chicken
The commissary deli department will be providing a rotisserie chicken
service beginning Saturday. The chicken will be available in three flavors:
barbecue, lemon pepper and regular. Customers may request special orders
for large groups by calling 564-4597.
Easter Sunrise Service
Join the Fort Bliss Chapel Community in celebration of the 50th Annual
Easter Sunrise Service, March 27 at 6:30 a.m. at Stout Field/Track.
The Easter Sunrise Service is a dynamic uplifting Christian worship
celebration of the resurrection of Jesus Christ. The guest speaker for
the Easter Sunrise Service is Chap. (Lt. Col.) Patrick O. Easley, chief,
Department of Ministry, WBAMC. The inclement weather site for this event
is Sage Hall. The Remagen Gate by Stout Gym will be open for off post
traffic. Refreshments to follow the service: coffee, juice, and pastries.
Uniform for active duty military is Dress Blues/Class A’s with

Country Junction
The Country Junction will have its grand reopening/14th birthday celebration
March 30 at 10am. There will be a ribbon cutting ceremony at their new
location, 2011 Sheridan Road. Punch and cake will be served plus

Civilian fitness program
The Civilian Fitness Zone is accepting applications for the fourth civilian
physical training program. Civilians who take part in this program will
be allowed three hours of administrative leave per week for a total
of six months to participate. As part of the program, participants will
have health education classes, activity classes, including weight training
and aerobics also jogging and swimming. Stop by the Civilian Fitness
Zone, Bldg. 251 to pick up an application and health history packet.
The packets are due back by April 29, at 4 p.m.
Assessments will be conducted May 16, at 8 a.m. at the Civilian Fitness
Zone and the program starts on day of assessment on a first-come first-serve

Habitat for Humanity
Teen’s ages 14 and up that are interested in joining Habitat for
Humanity will meet June 20-23 from 9 a.m. to 5 p.m. Teens will earn
a certificate from the Habitat of Humanity indicating 32 hours of community
service. In addition, teens will earn a Leadership/Citizenship certificate
from SKIESUnlimited.
An orientation and a safety class are mandatory and will be provided
by the Habitat for Humanity prior to working on worksite. Safety tools
and lunch will be provided by the Habitat for Humanity. For further

Swim classes
SKIESUnlimited is offering swim lessons March 28 through April 20. For
ages 3-5, lessons will be 9 to 11:15 a.m., and for ages 5 and up, lessons
will be 4:30 to 5:15 p.m. and 5:15 to 6 p.m. Spaces are limited and
cost is $24 for eight lessons. There will be an informational meeting
about the swim classes March 18, at Replica Aquatic Center. You have
the option to bring your child to the informational meeting to determine
the swim level. If your child attends the Logan Center or the Main Center
full time, staff will provide transportation. You can register your

Dance for kids
SKIESUnlimited introduces dance class by Ubaldo Amenta. All classes
will be at the Fort Bliss Teen Center and may be prepared in conjunction
with the SKIES Dance and Gymnastic program.
There will be an informational meeting March 30, from 5 to 6 p.m. at
the Teen Center, Bldg 635.
Rhythm & Dance 1: For 3-5 year olds Wednesday and Friday from 3
to 3:30 p.m. and from 3:30 to 4 p.m. Cost for classes is $35 per month.
This class will combine gross motor skills such as skipping, jumping,
gallops, and other moves to music. One recital per year will be presented
to showcases students progress.
Rhythms & Dances 2: for elementary school age children Wednesday
and Friday from 4 to 4:30 p.m. and 4:30 to 5 p.m. Cost is $35 per month.
This class will help advance learning dances such as basic hip-hop and
jazz, country line dances, and creative movement in preparation for
more advanced classes. One recital per year will be presented to showcases
students progress.
Latin/Country/Swing/Jazz& Hip Hop: For middle and high school Wednesday
and Friday from 5 to 6 p.m. Cost for classes is $50 per month. Classes
are 45 minutes each and will take place at the Teen Center at Bldg.
635. This class will prepare students for social dancing by introducing
them to basic social dancing that can be used anywhere and improve confidence
on the dance floor. Special choreography will also be developed for
performance for those students interested in participating. Dances will
include Salsa, Meringue, Swing, and Country – Western. Jazz/Hip-Hop.
These sessions will cover modern Hip-Hop movements and jazz exercises.
One recital per year will be presented to showcase students progress.

SKIESUnlimited introduces Ballet Classes by Cynthia Gamez. All classes
will be at the Teen Center and may be prepared in conjunction with the
SKIES Dance and Gymnastic program. There will be an informational meeting

Bowling specials
The Fort Bliss Bowling Center offers snack bar specials Monday through
Friday. Buy the featured special for that day and show your receipt
to the front counter for a free game during the week. The Bowling Center
also offers a weekend Special which allows customers who bowl two games
to get a third game for free. This special is only applicable Saturday
during open bowling. Also, the Fort Bliss Bowling Center patrons may
bowl for just $1 per game Monday from opening to 4:30 p.m., and Tuesday
from opening to closing. Please note there is no open bowling Monday
after 4:30 p.m. Come out and enjoy the center’s beautiful ambiance
with its 52 lanes, billiard and game room and snack bar that serves
up delicious daily lunch specials. The center is closed on Sundays.

NAF auction
Looking for those special items to personalize your apartment, home
or barracks? Check out this year’s public combined Non-appropriated
Fund Auction, April 16, 9 a.m., in Bldg. 643 on Taylor Road, between
Pleasanton Road and Holbrook Road. A variety of furniture and equipment
will be available. All items will be displayed April 14 and 15 for a
preview from 8 a.m. to 4 p.m. in Bldg. 643. To bid, you must sign up
during the preview or on the day of the auction. Visa, Master Card,
cash and checks will be accepted (subject to approval). Payment must
be made day of the auction, and all sales are final. Refreshments will

Burger and a movie
Join MWR for burgers and a classic movie April 22 at 6 p.m. at the Fort
Bliss Officers’ Club. The cost is $7.95 for members and $8.95
for nonmembers and $4 for children 4 to 11. MWR provides buffet
style burgers to let you build your own any way you’d like and
show The Maltese Falcon.
Post-wide yard sale
Fort Bliss will host the annual Post Wide Yard Sale from 7 a.m. to 1
p.m. April 30 in all housing units on main post, Biggs, Beaumont, Logan
Heights, Hayes and 801 Housing. Those who want to participate in
the yard sale may simply display their items during the designated times;
no formal permission is required. This event is open to the surrounding
communities. All guests entering Fort Bliss property will be required
to have a valid driver’s license, proof of insurance and valid
car registration and safety inspection sticker and will be subject to

String Fling Kite Day
MWR Outdoor Adventures will host a String Fling Kite Day March 19 from
noon to 4 p.m. at the Logan Youth Services field. Various activities
are schedule throughout the day such as demonstration kite flying; kite
making booths, jumping balloons, and contest for biggest kite, smallest
kite, bet crash, best homemade kite, best store bought kits and much
more. Food and beverages will be available for purchase. Bring canned

The Centennial Club will host its traditional Easter Brunch from 10

The Officers’ Club will offer three seatings for its Easter Brunch

The Fort Bliss Rod and Gun Club is hosting an Easter egg hunt for children

Swim symposium
The Replica Aquatic Center and the Fort Bliss Barracuda Swim team will
be hosting the local swimming committee for the first United States
of America Swimming Symposium April 16 from 8:30 a.m. to 4 p.m. for
registered swimmers, coaches, officials and the parents of Border Swimming. Guest
speakers will be Staciana Stitts a 2000 Olympic gold medalist;
Dave Thomas, a USAS representative; Dr. Jaci Van Heest, a former USAS
technical staff and Pat Lundsford, a starter for the 2004 Athens Olympics. For

Safety class
SKIESUnlimited will be offering the following free safety classes in
during spring break.
March 21 - Stranger Danger, Bicycle Safety, and Basic Drug Awareness
by El Paso Police Department. the class will be at the Youth Center
Bldg. 195. Class will be offered for ages 6-10 years old from 10:30
to 11:30 a.m. Class for 11 and up will be from 1 to 2:30 p.m. This class
will include but not limited to, drug awareness, gang awareness, and
peer pressure. Upon completion of the class your child will receive
a certificate signed by the El Paso Police Department indicating completion
of the general safety course.
March 22 - Discoveries of Health and Nutrition
This presentation will enhance Grooming and hygiene skills, inform about
healthy snacks and eating habits, and how to stay fit. Presentation
will be offered at the Youth Center, Bldg. 195, for ages 6-10 years
old at 10 a.m., Ages 11 and up will be at 1 p.m.
March 22 - Everything You Need to Know about Fire Safety” by the
Fort Bliss Fire Department. Presentation will be for ages 6-10 years
old at 10:30 a.m. and ages 11 and up at 1:45 p.m.
This presentation will include, but is not limited to fire safety, firefighter
as a career, demonstration of hazardous house and firefighter gear.

Lock and Leave Storage
Lock and Leave Storage invites all military personnel, their dependents,
retirees and other individuals withmilitary ID cards to store their
personal goods with us. Moving frequently with PSCs and TDYs, a person

Lifeguard training
MWR is in the process of selecting qualified individuals to fill lifeguard
position at the Community Pool and Replica Aquatic Center for the summer.
Applicants must be a minimum of 16 years of age and have successfully
completed the American Red Cross Lifeguard Training, Cardio Pulmonary
Resuscitation for the Professional Rescuer and First Aid Course.
Individuals needing to complete the training must first contact the
American Red Cross at 592-0208. There is a fee for the course. There
are five lifeguard-training courses scheduled at the Replica Aquatic
Center, Bldg. 5053 on Dickman Road.
The first session is for March 21-25 from 10 a.m. to 6 p.m. The second
session schedule is for April 2, 9, 16, 23 and 30 from 10 a.m. to 8
p.m. The third session is for April 3, 10, 17 and 24 from 10 a.m. to
8 p.m. The fourth training is for May 1, 8, 15, 22 and 29 from 10 a.m.
to 6 p.m. The fifth session is for May 7, 14, 21 and 28 from 10 a.m.
to 6 p.m. Individuals interested in taking the lifeguard training course

Army Community Service Financial Readiness Program is offering the following

Get Fit Mom and Friends
Get-Fit Mom and Friends will be offered at Stout Fitness Center in the
aerobics room Wednesday from 1:30 to 2:30 p.m. This class has been created
for post-natal moms who want to start getting back into shape while
spending time with their babies. The class will host babies between
the ages of 0 and 18 months. Get-Fit Mom and Friends is dedicated to
exercising and strengthening the body after giving birth. Special attention
will be paid to areas that are weakened during and after pregnancy.
The class will be a medley of exercise techniques including yoga/Pilates
strengthening and toning moves, hand-weight, stability ball and cardio

with additional certification in pre and post-natal fitness. Get-Fit
Mom and Friends is a way for you to not only get back into shape, but
also meet other people and build a support group based around regular
exercise. Together, moms can start to feel better about their bodies
and to combat some of the day-to-day stresses that seem to go along
with being a new mom. Classes will be held both inside and outside depending
on weather and participation. If moms choose to attend the class prior
to eight weeks after giving birth- please bring a doctors release with

Aerobic instructors wanted

Unit funds

Scholarship program
The National Military Family Association’s Joanne Holbrook Patton
Military Spouse scholarships, normally in the amount of $1,000 are awarded
to uniformed services spouses (active, retired, Reserve, Guard or survivor)
to obtain professional certification or to attend post secondary or
graduate school for an academic year.

Stray pet policy
The Vet Clinic wants to remind everyone about the stray policy on Fort
Bliss. Per USAG Regulation 190-4, if a stray is picked up by animal
control, it will be held at the Impound Facility at the Vet Clinic for
three working days. Strays will be checked for microchips and/or tags
when caught. If the owner/sponsor does not appear to claim the animal
within three days, it will be either put up for adoption or euthanized.
Strays that are seriously injured or ill and appear to be suffering
may be euthanized prior to the three days if an owner cannot be located
or contacted.
What is YESS?
Youth Education Support Services is responsible for assisting military
youth on Fort Bliss with transition issues and providing extracurricular
activities from arts to life skills.
What can YESS do for me? Provide a youth sponsor for incoming youth
at Fort Bliss or provide volunteer opportunities for youth to serve
as a youth sponsor or a member of the CYS Welcome Wagon. Offer access
to youth computer labs and homework centers. Provide support to military
family members who home school. Along with CYS Outreach Services, provide
parent classes related to youth education issues. For information call

Veterinary Clinic hours
The Fort Bliss Veterinary Clinic will be open to the public Monday through
Thursday from 9 a.m. to noon and 1 - 4 p.m. and Friday from 9 a.m. to
noon and 1 to 3 p.m. Services available on walk-in wellness include
vaccinations, micro-chips, deworming, heartworm and feline leukemia
testing. The clinic is located on Carter Road between the Bowling Alley
and Van Horne Housing Area.
Kids on the Block
The Kids on the Block Puppet shows are available for performances free
of charge. The performances cover a variety of topics such as bicycle
safety, school safety, vehicle safety, child abuse, bullying, and deployments.
Shows can be performed for schools, FRG events/meetings, youth groups,
daycare centers, and scout troops. For further information contact Lyn

Sign language classes
Army Community Service Relocation Assistance offers free Sign Language
Classes for adults (18 years of age or older) on Mondays and Wednesdays
from 2-4 p.m. at Army Community Service Bldg 2494. The classes have
begun and go through April 20 (the class schedule for the year is available
at Army Community Service). Childcare for students is free at the Child
Development Center. Children must be registered at the Child Development
Center and reservations must be made by the student. For information

Summer job fair
MWR and Fort Bliss are sponsoring the 4th annual Summer Youth Job Fair.
The fair will be held April 2 from 9 a.m. to 1 p.m. at the Centennial
Club on Biggs Field. The purpose of the job fair is to provide valuable
work experience and summer employment for military family members on
break from high school and college. Prospective employers and personnel
officers will be on site to provide job information and will have the
ability to hire on the spot. All applicants must be at least 16 years
old.

Skate park opening
The grand opening of a new Biggs Skate Park will be held tomorrow at
3 p.m. Pro skater Doug Brown will be at the event to speak, give skating
